John Cesar B. Santos holds more than 20 years of significant experience in the energy/environment policy & planning fields, project management & development, communications & research, and events’ management. His latest field of expertise is in the renewable energy industry. Mr. Santos has been identified with several regional centers and bilateral cooperation activities:
For the United Kingdom Department of Trade and Industry and the World Energy Council, Mr. Santos was the Principal Expert for the Centre of Excellence for Sustainable Energy in Southeast Asia (CESE), a programme designed to promote sustainable energy concepts and technologies as well as power sector reforms.
For the EC-ASEAN Cogen3 Programme, he was part of the Philippines’ Coordinating Team that helped re-introduce proven, clean and efficient biomass cogeneration technologies to energy industry stakeholders. Today, cogeneration technology is being heralded by industry leaders as the next best option to dwindling exhaustible energy resources. The La Suerte Rice Mill & Cogeneration Plant in San Manuel, Isabela Province is a concrete result of the extensive efforts and hard work of the entire COGEN3 team.
For the United States Agency for International Development (USAID), Mr. Santos was hired by Winrock International as Information, Education and Communications Manager for the Alliance of Mindanao Off-Grid Renewable Energy (AMORE) Program. The project was designed to provide support for community electrification projects in Muslim Mindanao.
Mr. Santos was also seconded for three (3) years by the Philippine government to the Jakarta-based ASEAN-EC Energy Management Training & Research Centre (AEEMTRC), the predecessor of the ASEAN Centre for Energy (ACE) as Information Specialist and Principal Researcher.
Mr. Santos has been Primary Consultant on several projects including one for the Asia Pacific Economic Cooperation Seminar-Workshop in 2001, on “Lessons on Energy Sector Liberalization”, that presented and discussed in full, practical applications of energy sector liberalization in various APEC member economies. This particular seminar-workshop provided the impetus for other developing economies of the region to pursue energy sector liberalization and the establishment of energy infrastructure in the respective countries.
Mr. Santos holds a Masters Degree on Energy and Environmental Economics from the Scuola Superiore Enrico Mattei in Milan, Italy. He successfully completed a Chevening Fellowship Award from the British Council and the UK Foreign Commonwealth Office (FCO) for a 3-month intensive training course on Energy Efficiency at the Institute of Energy and Sustainable Development of De Montfort University in Leicester, England. The program was participated in by a highly-select group of 20 senior energy and environment executives from 16 different countries across the globe.
